    We have been operating on the Polish market for 10 years. We are an independent law office created by people closely connected with the Faculty of Law and Administration of the University of Warsaw. Our team consists of nearly 40 lawyers, 9 of whom also possess a doctoral degree in law.

We also provide advisory services on litigation proceedings.

    The Public Procurement and Public-Private Partnership Practice

    Our Clients include contractors and ordering parties, as well as sectoral ordering parties.

    We provide advisory services to ordering parties at every stage of the preparation and execution of the public procurement award proceedings. We advise on the selection of the most optimal procedure, draw up complete tender documentation including the terms of reference. We participate in the works of tender committees and analyse offers taking all the required legal and formal aspects into consideration. We assist and navigate the ordering party in formulating the conditions for participation in the procedure, having regard to the protection of its best interests and ensure that contractor offer submission guarantees due execution of the contract.

    We support ordering parties in controlling the public procurement award process and draw up remarks regarding inspection and auditing results.

    We help contractors duly prepare for the tender, especially with regard to successfully drawing up their offer in full compliance with the terms of reference. We formulate inquiries related to terms of reference and recommend the implementation of legal protection measures.

    We also represent ordering parties and contractors applying for the award of public procurement contracts before the National Chamber of Appeals and common courts.

    We provide comprehensive services regarding projects executed within public procurement procedures and recommend the most optimal structures and legal patterns to public entities and private investors for projects executed within public procurement procedures. We prepare procedures related to the selection of private partners and concessionaires. We also draw up agreements and contracts for public-private partnerships, as well as licence and concession agreements.

    We provide services for entities exempted from the Public Procurement Law regime, including the preparation of internal purchase regulations and advise on the optimisation of purchase processes within capital groups.

    Furthermore, we conduct bespoke research and training activities with regard to public procurements.

    • Representing Impel Cleaning Sp. z o.o. in appeal procedures before the National Chamber of Appeals at the President of the Public Procurement Office.
    • Preparing opinions, expertise and analyses related to Public Procurement Law with regard to companies in the PGE Capital Group (PGE Obrót S.A, PGE Polska Grupa Energetyczna S.A, and PGE GiEK).
    • Preparing opinions, expertise and analyses related to Public Procurement Law with regard to PKP Energetyka S.A., Mareckie Inwestycje Miejskie Sp. z o.o., and JETRO Warszawa.
    • Legal advisory services for contractors, including companies belonging to GK IMPEL, ZDG TOR S.A., Towing Sp. z o.o., Nextbike Polska Sp. z o.o., within the application procedure for the award of public procurement contracts.
    • Representing GK IMPEL, Towing Sp. z o.o., Nextbike Polska Sp. z o.o., and CAM Media S.A. before the National Chamber of Appeals.
    • Preparing internal purchase regulations for PGNiG Energia S.A.
    • Representing Przedsiębiorstwo Budownictwa Wodnego w Warszawie S.A. water construction enterprise in public procurement procedures.
